A single document photo has one face filling a fixed frame. A couple photo has to fit two faces into the same frame without either becoming too small to identify, which changes how the original must be shot.

Heads close together and level, both facing the camera, against a plain wall in even light. A gap between the two of you is what forces the crop wider and shrinks both faces.
